According to a report of Districts and Towns Development in 2007, by Guangzhou Cass and Comprehensive Evaluation Ranking of Development in 2006, Yuexiu District came first followed by Tianhe District and Luogang District, Tianhe District is developing fastest.

Guangzhou Districts Comprehensive Evaluation Ranking of Development in 2006:

1. Yuexiu District
2. Tianhe District
3. Luogang District
4. Baiyun District
5. Panyu Town
6. Haizhu District
7. Huangpu District
8. Huadu Town
9. Liwan District
10. Zengcheng Town
11. Nansha Town
13. Conghua Town

According to the newest data, GDP of Tianhe District exceeded Yuexiu District in 2007. As a result, it is now first in Guangzhou in terms of development.

Expert's claim that although Yuexiu District is still the political and cultural centre of Guangzhou, Tianhe has becomes the social centre. The developmental focus of Guangzhou is moving east. However, educational development in Tianhe District is far behind its economic development.

Luogang District will continue to parallel Yuexiu for the present and exceed Yuexiu District in the near future.

Yuexiu District which lies in the city center has little industry and needs to make use of its predominance in areas such as commerce.

From this year on, the report of Districts and Towns Development in Guangzhou will be circulated once a year.
